Meeting Objectives
- Continue to build understanding and commitment for person- and family-centeredness.
- Provide opportunities for collaboration between the Department and members with the goal of improving member experience.
- Develop clear, actionable recommendations for the Medical Care Advisory Committee (MCAC).
- Strengthen alumni council collaboration by preparing for the December recommendation presentation.

Review of MEAC Feedback on Presentation
Staff shared feedback collected from MEAC members following the initial presentation. Feedback was overwhelmingly positive, with strong support for both the topic and recommendations.
Key themes from feedback included:
- Clarity and Flow:
Members recommended reducing transitions between speakers and assigning clear ownership of slides to improve continuity and audience comprehension. - Conciseness:
Feedback indicated that the presentation contained too much information for the allotted time. Members emphasized the need to streamline content and focus on key messages. - Value of Content:
Members expressed appreciation for the information shared, particularly around RAEs, noting that many were previously unfamiliar with the concept. - Efficiency:
Suggestions were made to improve pacing and delivery to ensure the presentation remains within time constraints while maintaining impact.
Members agreed that feedback aligned with their own observations and would strengthen the final presentation.
Recommendation Work Time: RAE Member Education
The remainder of the meeting was dedicated to modify the slide deck and speaker notes to incorporate MEAC feedback.
Presentation Structure and Speaker Coordination
Members finalized updates to presentation flow, including:
- Clear assignment of slides to individual presenters to reduce back-and-forth transitions.
- Use of speaker notes to guide consistent messaging and avoid improvisation during delivery.
- Inclusion of lived experience examples within structured talking points rather than spontaneous discussion.
Adjustments to presentation flow included:
- Adding an introductory slide to reorient the audience to MEAC and its role.
- Reorganizing the sequence so that:
- Initial slides provide context and framing.
- Detailed discussion of member experience related to the RAEs
- Followed by clear and related recommendations
Members emphasized the importance of setting clear context at the beginning, specifically:
- Identifying RAEs as a large and complex topic.
- Clarifying that this presentation focuses specifically on member awareness and understanding, not broader operational issues.
Refinement of Key Messaging
The group worked extensively to refine messaging for clarity and consistency.

- Focus on Awareness:
The presentation will emphasize that the core issue is lack of member awareness of RAEs. - Consistent Language:
Members discussed the need for consistent terminology, particularly “Regional Accountable Entity (RAE)” vs. “Regional Organization (RO).” - Plain Language Communication:
Members emphasized that materials should clearly explain:- What a RAE does.
- How it helps members.
- When and why members should contact their RAE.
Integration of Member Experience
Members aligned on how to incorporate lived experience into the presentation:
- Experiences will be shared in a structured, narrative format rather than switching between speakers.
- Examples will highlight:
- Delayed awareness of RAEs among members.
- Confusion about RAE roles and services.
- Challenges navigating care coordination and provider access.
Members emphasized that:
- RAEs are a current component of Health First Colorado.
- However, many members are not aware of them and do not understand their purpose or how to use them.
- This disconnect represents a system communication issue rather than a member failure.
Clarification of RAE Role (Discussion)
Members discussed the complexity of explaining RAEs, noting that:
- RAEs play a role in supporting primary care networks and behavioral health services.
- Their function is not intuitive to members and does not align with typical private insurance models.
- Even engaged members and providers may lack clarity about RAE responsibilities.
The group agreed that:
- The presentation should focus on member experience and communication gaps and not attempt to define the RAE functions.
- A separate HCPF presentation (ACC staff) will provide information on the RAEs and their contractual responsibilities prior to the MEAC Alumni presentation at the Medical Care Advisory Committee (MCAC) meeting for context.
Preparation for MCAC Discussion
Members reviewed and refined discussion questions for MCAC, focusing on:
- Understanding how other council members perceive RAE communication and visibility.
- Exploring how providers and stakeholders experience RAE-related interactions.
- Identifying strategies to improve communication clarity and member awareness.
Wrap-Up
Members expressed confidence in the revised presentation and readiness for MCAC.
