Meeting Objectives

  • Continue to build understanding and commitment for person- and family-centeredness.
  • Provide opportunities for collaboration between the Department and members with the goal of improving member experience.
  • Develop clear, actionable recommendations for the Medical Care Advisory Committee (MCAC).
  • Strengthen alumni council collaboration by preparing for the December recommendation presentation.

All members confirmed no conflicts of interest.

Old Business

Staff reported that the Centers for Medicare & Medicaid Services (CMS) is not currently reviewing waiver applications or amendments. As a result, no new waiver items will appear on upcoming agendas for the next several months.

Upcoming Medical Care Advisory Committee (MCAC) Meeting

The first MCAC meeting is scheduled for September 18, 2025. Members noted they had not yet received official invitations.
The agenda will focus on introductions and housekeeping, with no recommendation presentations expected.

HCPF staff may provide a brief overview of MEAC and the Alumni Council; members may be asked to share informal reflections on their MEAC experience but will not be required to prepare any information or materials.

Introduction prompts for MCAC members include:

  • Role
  • Location
  • What brings you to the committee?
  • Icebreaker: “If you could wave a magic wand and fix one thing about healthcare in Colorado, what would it be?”

Members emphasized the importance of highlighting their professional and advocacy experiences in introductions, ensuring their expertise is recognized beyond their Medicaid membership. Concerns were raised about advocacy groups dominating member recommendations; staff committed to addressing this with HCPF stakeholder engagement staff.

Member Recommendations

Strategy for Recommendation Development and Presentation

The quarterly MCAC rotation schedule was reviewed and confirmed. Each meeting will have a designated lead responsible for coordinating preparation and serving as the primary presenter. All members will collaborate on developing recommendations and presentation slides, regardless of who is lead.

Recommendations in Progress

  • Regional Accountable Entity (RAE) awareness and education
  • Renewals Process Improvements

Issues Identified from September MEAC Meeting

  • Transportation and mileage reimbursement delays
  • Provider access limitations
  • Confusion around vaccine availability (flu and COVID-19)
  • Complicated and unclear enrollment letters

Recommendations for December MCAC Meeting

Members agreed to present both current recommendations (RAE awareness and Renewals). A third recommendation may be added, though consensus was not reached.

One member suggested that they have an ongoing recommendation that will span multiple MCAC meetings. For example, member communications on changes related to HR 1 (aka The One Big Beautiful Bill).

Members discussed maintaining a rolling list of recommendations to share with MCAC at meetings. This would allow other members to prepare in advance and contribute more meaningfully to discussions.

Wrap-Up

Alumni members will continue developing the RAE awareness and renewal recommendations at the October meeting.

HCPF staff will confirm the time allotted for Alumni Council in the MCAC agenda.

The notes spreadsheet and draft slide deck will be shared with members for continued collaboration.
